At BuildStrong Foundation, we believe that safe, stable, and affordable housing is a critical building block for thriving communities. As access to housing in Colorado remains a pressing issue across both rural and urban areas, we are committed to accelerating innovative, collaborative solutions.

In 2025, we partnered with McKinsey & Company and the State of Colorado to launch the Public-Private Housing Consortium, a first-of-its-kind initiative uniting more than 60 leaders across sectors to drive scalable solutions. And through Solution Builders, an initiative of Oakwood Homes under the BuildStrong Foundation, we are also delivering tangible housing projects that combine smart design, public-private partnerships, and long-term community impact.

The Colorado Housing Consortium

The Colorado Housing Consortium was developed as a call-to-action to provide a single venue for cross-sector leaders to coordinate and accelerate solutions to Colorado's housing shortage. It is an impact catalyst, focusing on implementation of solutions over admiration of the problem. The Consortium consists of over 80 leaders across 45+ organizations and continues to grow, guided by collaboration, innovation and shared accountability to tackle barriers to housing development statewide. 

The Colorado Housing Consortium is organized into task forces formed around specific initiatives to develop and execute action plans and pilots to some of our housing industry's toughest challenges, like innovative financing and lowering the cost of construction.

Overview

Solution Builders was created out of Oakwood Homes’ legacy of community-centered development and is now advancing under BuildStrong Foundation as a model for solving Colorado’s housing challenges. More than just a builder, the initiative works at the intersection of public policy, philanthropy, and private industry to deliver innovative, scalable housing solutions.

By leveraging Oakwood’s decades of expertise in planning and construction, Solution Builders partners with municipalities, nonprofits, and employers to align resources and deliver projects that are both cost-effective and community-driven. Its focus is on creating attainable housing that balances quality design with long-term sustainability, while also addressing the systemic barriers that slow down development.

At its core, Solution Builders is built on the belief that housing affordability cannot be solved by one sector alone. That’s why the initiative cultivates robust public-private partnerships, engaging not only with governments and nonprofits but also with major employers who need workforce housing to support their teams. By combining innovative construction methods, streamlined financing strategies, and thoughtful community design, Solution Builders is helping Colorado meet the urgent demand for affordable, high-quality housing while strengthening the very fabric of the communities it serves.

Notable Projects

La Paz Micro-Community, Denver, CO - 2024
Situated in Denver, this 60 tiny-home cottage community provides dignified, transitional housing for individuals experiencing homelessness. Each fully equipped tiny home, featuring air conditioning, heating, and windows, is paired with wraparound services including onsite case management, restrooms, laundry, and food support provided by Colorado Village Collaborative.

Lake County Housing, Leadville, CO - 2025
With Solution Builders, Lake County is developing 24 deed-restricted, for-sale duplexes in Leadville under the “Housing @ 10,200'” project. With three distinct floor plans capped at or below area median income, the homes feature accessible design and strategic location, close to schools, shops, and trails.

Central City
In partnership with the Urban Renewal Authority of Central City and Gilpin County, Solution Builders is planning approximately 90 attainable housing units designed to revitalize the area. The project leverages modular design, replaces blighted structures, and secures diverse financing to ensure long-term viability.
